Can you turn a Steam Wallet balance into cash?

Short answer, not the balance itself. Steam Wallet holds credit you top up inside your account and spend on games, downloadable content and in-game items. There's no withdrawal option, and Valve won't push a balance to a bank account. Any site promising to cash out that wallet is buying something else, or asking for your login.
